These Terms and Conditions govern the use of the Government Data Portal date.gov.md (the "Portal"), held and operated by the Public Institution "e-Governance Agency" ("AGE"). By accessing or using the Portal, you accept these terms. If you do not agree, please do not use the Portal.
1. About the Portal and operator
The Portal is the single point of access to open government data published by public-sector authorities and institutions.

2. Services and access
Open data is available free of charge, without authentication, through the Portal and the catalogue dataset.gov.md, including via APIs.
Authorized-access data is reserved for data-exchange participants and is obtained exclusively through the MConnect platform, based on a request sent to mconnect@egov.md. Individuals and organizations without their own information system request information directly from the data holders.
3. Acceptance of the terms
Any use of the Portal (browsing, downloading, API calls, MConnect connection) constitutes full acceptance of these terms.
4. Authentication and security
Access to restricted areas may require authentication via MPass, and document signing via MSign. You are responsible for keeping your credentials confidential and for the activity carried out through your account. Report any suspected compromise immediately to office@egov.md.
5. User obligations
You must use the Portal in good faith and for lawful purposes. The following are prohibited in particular:
- attempts of unauthorized access to systems, accounts or data;
- DoS/DDoS attacks, vulnerability exploitation or code injection;
- mass automated scraping beyond the published technical limits;
- re-identification of persons from anonymized or aggregated data;
- use of authorized-access data for a purpose other than the approved one;
- infringement of intellectual property rights.
Non-compliance may lead to suspension of access and liability under the law.
6. Reuse of data
Open data may be freely used, copied, modified and redistributed, for commercial or non-commercial purposes. Where no licence is indicated, the dataset is deemed offered under Creative Commons Attribution 4.0 (CC BY 4.0), with the attribution: "Source: date.gov.md".
Data obtained through MConnect is not open data and may be used only for the approved purpose. The source code, design elements, logos and editorial content of the Portal belong to AGE.
7. Availability and liability
AGE makes reasonable efforts to keep the Portal available but does not guarantee uninterrupted or error-free operation; maintenance or interruptions may occur. The accuracy and currency of the datasets are the responsibility of the holders that publish them. AGE is not liable for decisions made on the basis of the data or for the content of third-party sites.
8. Personal data, changes and contact
The processing of personal data is described in the Privacy Policy. AGE may update these terms, with the version in force published on this page. These terms are governed by the law of the Republic of Moldova; any disputes are settled amicably and, failing that, by the competent courts. Complaints and petitions may be addressed to AGE using the contact details above.
