Frequently asked questions

What are open data?

Open data are public information made available to everyone for viewing, downloading and reusing in machine-readable formats (XLS/XLSX, CSV, PDF, DOCX, ZIP). They are accessible without registration and can be used free of charge for any purpose — research, analysis, applications or visualizations.

What is the difference between open data and data with authorized access?

Open data are published freely and can be consulted by anyone without authentication.

Data with authorized access are information from state registers and information systems (data about people, vehicles, companies, etc.) made available only to entities that have a legal basis for consuming the data, in accordance with Law No. 142/2018 on data exchange and interoperability.

Why do I need to authenticate to access data with authorized access?

Data with authorized access contain information protected by law, including personal data. Authentication with an electronic signature (via MPass) ensures that access is controlled, audited and linked to a verified identity, in line with the legal framework for personal data protection and Law No. 142/2018.

How do I get access to data with authorized access?

Steps to follow:

  1. Identify datasets in the Semantic Catalogue and your legal basis for consumption.
  2. Download the Connection Request template from MConnect connection procedure.
  3. Complete the request (datasets, legal basis, purpose, contacts) under Law no. 142/2018 and GD no. 211/2019.
  4. Sign electronically and send to mconnect@egov.md.
  5. AGE reviews the request and issues a decision within up to 30 working days.

Without your own information system, submit a request directly to the register holder under Law no. 148/2023 on access to information of public interest.

In what format are the data published?

Data are published mainly in open, machine-readable formats — XLS/XLSX, PDF, DOCX, CSV and ZIP archives for large bundles. Many datasets are synchronized automatically in real time via MConnect.

Can I use open data for commercial purposes?

Yes. Open data can be reused freely for any purpose — including commercial — without restrictions, in line with the principles of open data. Please respect any specific licences associated with each data set (for example, citing the source).
